5. (Confidential - JMM) Talked to Tiny Hutton, Administrative
Assistant to Representative Thomas Downing, about a possible visit to,
or statement about, -which Downing might make in connection with
recent press stories. See Memorandum for Record.
6. (Internal Use Only - PLC) Jay Sourwine, General Counsel,
Subcommittee on Internal Security, Senate Judiciary Committee, called and
asked if the material we gave to David Martin relating the circumstances of
Alexander Orlov's death could be used to answer inquiries. I confirmed that
the material was for this specific purpose. I answered the questions
Sourwine posed to me on 4 February 1974 concerning the article in the
3 February 1974 New York Times on Josef Frolik, and I told Sourwine that
I would stop by and brief him on the case. I alerted Sourwine that the House
Internal Security Committee had called us
7. (Unclassified - PLC) Gene Scallan, Office of General Counsel,
Civil Service Commission, called and cleared with me CSC's proposed reply
to Chairman Peter W. Rodino, Jr. (D. , N. J. ) on H. R. 7135, which raises
the minimum ceiling for damage claims against the Government. The report
strongly favors the bill and includes support of State's suggested amendment.
Scallan will call and send us a copy when the report is finally approved.
