This is in response to your request of Ja uary 2, 1973, concerning
the recommendations contained in Chapter V ofreport of your Committee
entitled, "The Federal Civilian Employee Loyalty Program. rr

States Intelligence Board, which-3 chair and-which is composed-of represen-
tatives of several departments and agencies. I; am requesting that the
Board make a thorough evaluatioxy--o'f your Committee's recommendations
in order to determine theii(a ficability to the intelligence community.
Ammer' I have reviewed the Board' s findings,.w1ill be glad to give you my
,- comments.
Insofar as your Committee's recommendations concern 4uri
p ograa the Central Intelligence Agency, t4te- are certain statutory
provisions v eh are particularly relevant. The National Security Act of
1947 and the Central Intelligence Agency Act of 1949 impose a specific
security responsibility on the Director of Central Intelligence to protect
intelligence sources and methods from unauthorized disclosure. These
Acts also provide the Director with the authority necessary to carry out
this responsibility in the Agency with respect to the investigation, hiring,
and termination of personnel.
Since all positions in this Agency Faa~y involve exposuFe to the most
sensitive information concerning the national security, we do not believe
differentiations between the degrees of sensitivity of positions, as suggested
my our report, are applicable to this Agency.
