of the Fascell Inter-American Affairs Subcommittee on Thursday, 11 October,
at 10:00 a. m. Czarnecki agreed that the Committee will use the House
Official Reporters and that the Agency will maintain security control of the
transcript. The briefing on Chile will be in executive session and as near as
is known at the moment, only one staff representative will be present, Mike
Finley of the Subcommittee staff. On a separate note Czarnecki indicated
that the handling of the AID bill is a very confused picture at present. In
effect, it will be necessary to overcome a myriad of House rules to recall
S. 1443 from the Senate and substitute the material therein for the present
content of S. 2335 which is now before the House. He feels that this will
take some time at least until after the Senate two-week recess. When the
matter is getting ready for conference, he would like to sit down with us to
review our position in keeping with Chairman Morgan's comments concerning
police training.
Czarnecki also mentioned that there had been no further consideration
of the general intelligence briefing for the full Committee. He will advise
on this point.
10. (Secret - JGO) Accompanied by I met with
Marian Czarnecki, Chief of Staff, House Foreign Affairs Committee, and
agreed with him on the administrative backup for the Director's briefing
].8th. IC, and Charles Briggs, OPPB, have, been adv_jsed.
11. (Confidential - JGO) Talked to Ralph Preston, House Appropriations
Committee staff, several times during the day concerning the scheduling of the
Director's briefing of the Special Group on the intelligence community budget
and Agency budget. Chairman Mahon was not able to convene the Committee
during the coming week. Due to the absence of Mr. Colby from Headquarters,
a meeting could not be scheduled for the week of 15 October. Preston did not
feel that schedule for the week of 22 October would be feasible. It is hoped
that further guidance can be obtained during the coming week since the
Committee is committed to the leadership to mark up the Defense bill on the
