1? ) Called Mrs. Rusling, Executive
Assistant, office of Representative Jaime Benitez (D., Puerto Rico), in
response to her call yesterday requesting that an Agency representative
brief four members of the Puerto Rican Justice
Investigating Department: -I I
F -1 on the influence of Cuba in Puerto
Rico. I explained to Mrs. Rusling that this matter would be best handled by
the FBI. She thought that the Puerto Ricans would be very much disappointed
if they did not meet with a representative of the Agency, and added that one
of the members had told her in confidence that he had worked for the
Agency. I asked her to call rr-e back if a turndown of the request. would
create a problem for Represent ative Benitez and I would look into the
matter further.
2. alled George Gilbert, OMB, in response to
s memorandum requesting the views of the Agency on H. Con. Res. 515, a
bill involving the law of the sea and fishing rights. I explained that the Agency
has no policy role on the NSC Interagency Task Force of the Law of the Sea,
and therefore we would offer no comment on the bill.
25X1 Gilbert inquired as to the status of the Agency's legislative
program,
for the 94th Congress. I told him I was sure it was near completion and that
he would be receiving a call fro
3? Called Doug Marvin, Counsel, Senate
Judiciary committee, and asked what action Senator Roman L. Hruska (R., Neb. )
(uld be taking on the Senate vote to override the President's veto of H. R. 12471,
which amends the Freedom of Information Act. According to Marvin the Senate
is scheduled to vote on the veto during the week of 18 November. He is exploring
with Senator Hruska the possibility of introducing a new bill which would incor-
porate the changes recommended by the President in his veto message. It would
be hoped that the Senate leadership would schedule this bill for a floor vote
before the vote on the veto is taken. This proposal is to be discussed tomorrow
with Senator Edward M. Kennedy (D., Mass. ); if he disagrees it will be difficult
25X1 to convince the leadership to take this action. I expressed Agency support of
the new bill. He will inform me of the outcome of the discussion with Kennedy
tomorrow and invited the Agency to contact appropriate Senators .o 5,,.rt

4. Talked to Clark McFadden, General Counsel
Senate Armed Services Committee, who would like to come out to Headnuar r25X1
sometime next week for a follow-up session with Ted Shackley or
EA Division, on subjects covered on our recent visit to a number of Far East
field stations. I will contact McFadden next week to arrange a mutually
convenient time.
5. In response to his inquiry to the Agency,
called Mr. Val Bielecki, Assistant Regional Manager of GAO, who requested
information on the Agency's total budget figure and the total number of Age
employees, on behalf of Senator Charles Percy.[ I conferred with
of Senator Percy's staff, who told me that Percy had asked GAO to pull together
this type of information on all "police, investigative and intelligence agencies.
F_ I appreciated why we could not
respond to such a request but did not want his reaction conveyed to GAO. ]
I stated to Bielecki our problem with such a request and cited to him the
provisions of sections 102(d)(3) of the National Security Act of 1946 and 6 of the
A Act of 1949 and also called his attention to the recent Senate action in
L.-ee.feating an amendment which would have required disclosure of the total
figures for the intelligence budget. He said he would check the cites I had
given him but might want to have a letter from us. I told him if he felt our
answer was required in writing, we would respond to a written inquiry.
6. OCI, called to alert us to
the fact that we might also be receiving a request for information from a
Mr. Cline of GAO.
7. In response to Senator Claiborne Pell's
(D. , R. I.) personal request o last evening, I talked to Paul Goulding,
Administrative Assistant to the Senator, and told him that we have no
uptodate information on Carlos Rivero Collado; that Collado was not a
leader at the time of the Bay of Pigs but only rank and file. I suggested
once again that the information should be obtained from the FBI.
