SUBJECT : DDI Comments on HR 14135--To
Establish a National Resource
Information System
1. As you suggest in the final paragraph of your
memorandum of 30 April, we are concerned that certain
sections of the proposed bill would conflict with the
Director's responsibility for the protection of intelligence
sources and methods. Specifically, Section 208 (b) contains
a very narrow definition of national security considerations
as a justification for classifying data and needs to be amended.
Otherwise, classified DDI material furnished to the new
Bureau could be subject to removal from the Secret data
base at any time.
2. Section 703 (a) impacts mainly on the DDO,
It also would affect some DDI com-
ponents, and we would therefore endorse the DDO's
reservations about this particular section.
