JOURNAL
OFFICE OF LEGISLATIVE COUNSEL
Tuesday - 25 June 1974
1. I Delivered to Bob Old, Senate Armed
Services Committee staff, for Senator Peter Dominick; to Kathy Nelson for
Senator Symington; and Ed Kenney, Senate Armed Services Committee staff,
for Senator Thurmond, a copy of Mr. Colby's letter to Chairman Ervin, Senate
Select Committee on Presidential Campaign Activities, dated 24 June responding
to the request of the Select Committee for declassification of CIA material.
Old and Kenney will brief their principals on this prior to the scheduled 2 o'clock
conference of the Armed Services Committee members on thQ ~v ~~ nFafoY,
procurement authorization bill. Senator Symington was provided an advance Now
copy of t is a er yesterday.
2. Larry Stern from the Washington Post called
inquiring about the status of the Agency's draft bill to amend the National
Security Act. In response to his queries, I told him the bill is being processed
through the OMB mechanism, I couldn't tell him the views of various
Executive agencies, that the Armed Services Committees traditionally had
jurisdiction over amendments to the National Security Act of 1947, and I had
no idea when OMB's review process would be completed.
3. Called the Director in New Jersey to tell
him that Chairman John McClellan, Senate Appropriations Committee, had
returned his call of yesterday and would like the Director to call him.
The Director's office called later advising the Director had talked with
the Chairman who thought our letter to Senator Ervin was a good one.
4. Talked with Ed Braswell, Chief Counsel,
Senate Armed Services Committee, about the Director's attempt to reach
Chairman Stennis yesterday regarding his proposed letter to Senator Ervin and
the Select Committee on Presidential Campaign Activities. Braswell said
Stennis had not seen the Director's letter since he has been tied up on the
conference on the military procurement bill. It is Braswell's feeling, however,
that if we have completed our sanitization of Baker's summary report, the
Director should go ahead and send the letter as pra osed.
