Met with Frank Slatinshek, Chief Counsel, House Armed Services Committee, and talked with him at some length about tie-Proxmire amendments to the National Security Act as contained in the passed by the Senate. Slatinshe saia now appeared quite likely that the House conferees would insist on striking the entire Proxmire amendment on the question of germaneness. I said the Director was in favor of including the Proxmire amendment so long as the question of our domestic activities was covered by some language in the conference report. I told Slatinshek we did not want to get in between the Senate and House Committees on this issue but I said I understood Senator Stennis planned to take a very strong position to keep the Proxmire amendment in the bill. I told him we were preparing some material for the Senate staff on support structures in the U. S. and on the issue of the Proxmire prohibition against the Agency's doing anything that is illegal. Slatinshek said if the Proxmire amendment was left in the bill they (the House members) would support our positions. I told Slatinshek that I Iwould leave him a copy of the 25X1 material we were giving to the Senate staffers this afternoon. I left with Slatinshek a copy of the Marchetti/Marks book "The CIA and the Cult of Intelligence. " 6. I met very briefly with Ed Braswell, Chief Counsel, Senate Armed Services Committee, and left him a copy of the material we had prepared in response to his request for backup material for the Committee's use in dealing with to the ~/T;7itarcr Prnr>remPnt 7,;77 - I told Braswell to let us know if anyt mg urther was needed. I left a copy of the Marchetti/Marks book with Braswell. 7. Met with Guy McConnell, Senate Appropriations Committee staff, and left with him a copy of the list of topics covered in the current intelligence briefing on Monday.
