response to his request to the Director, we had prepared a suggested
response to Representative Lucien N. Nedzi's (D. , Mich.) request for
%0011e President's views on the Nedzi bill (H. R. 15845) and a copy of this
draft was sent to Ober by courier this afternoon. 25X1
19. - PLC) Together withi OGC,
attended a meeting called by the President's Council on Privacy to
r"consider compromise proposals to H. R. 12471 which amends the Freedom
of Information Act and is now in conference. Also in attendance were
representatives from Justice State Defense, and CSC. See memorandum
for the record prepared byl 25X1
20. - LLM) In furtherance of the Director's
instructions and in the absence from the country of David McKillop, Legislative
Assistant to Senator Claiborne Pell (D., R. I.), talked to Dick Haas of Pell's
staff to determine if the Senator was in need of any clarification on the Agency's
judgment concerning Soviet reaction to the planned work to be done on Diego
Garcia. I summarized for Haas that our substantive expert had briefed
Senator Pell on this matter in April. Subsequently, on 1 August, a sanitized
version of the Director's testimony before the Senate Armed Services Committee
had been published in the Congressional Record, and there had been some
distortion of Mr. Colby's statements in subsequent news accounts. Haas was
aware of these developments, said he would raise the question with the Senator,
but didn't think the Senator would need anything more from us unless any
pertinent developments had occurred since our briefing which would bear on
the issue.
21. - GLC) Called Gerald D. Griffin, Assistant
Administrator for Legislative Affairs, NASA, and in his absence talked with
one of his assistants about the Senate Anbrorrriations Committee action on
Committee staff, on this matter.
