14. (Confidential - GLC) John Goldsmith, Senate Armed Services
Committee staff, called with references to current press items on the possibility
of a major military offensive in North Vietnam and asked if we could fill him
in on the situation in the next da or two.
Later in the day I took to Goldsmith's office where he
gave him a briefing on the subject. Goldsmith was most appreciative and said
he might contact us again on this subject in the next day or two.
15. (Secret - GLC) Met with Ed Braswell, Chief Counsel, Senate
Armed Services Committee, and left with him a rough draft of a proposed
letter to Chairman McClellan, Senate Appropriations Committee, from the
Director expressing concern over section 406 of the HUD appropriations
' ll (H. R. 15572) as reported by the Senate Appropriations Committee. I
also left with Braswell material prepared by the Office of Finance on Economy
Act fund transfers to and from other Government agencies during FY 1974
and briefed him on certain types of transfers represented by these figures.
I believe Braswell has a much better grasp of the magnitude of this problem
now. I told him the draft letter would need polishing and coordination and
I would be in touch with him further about it.
I briefed Braswell on the latest developments on a sensitive project
and told him that Carl Duckett would probably be up to brief him in more
detail by the first of next week.
I also mentioned to Braswell our negotiations with Senator Proxmire's
people on a possible briefing on the Soviet space program (Subcommittee on
Housing and Urban Development, Space, Science, and Veterans, Appropriations
Committee.)

advised Phyllis Bacon, Senate Armed Services Committee staff, that we were
preparing a letter to the Chairman which would cover both Senator Stennis'
/?bill to amend the National Security Act (S. 2597) and Senator Proxmire's
Legislative Counsel

10. (Internal Use Only - JGO) Met with Bruce Merkle, Administrative
Assistant to Representative William G. Bray (R., Ind. ) and received from him
a copy of a letter dated 26 July from the Embass the Republic of Zambia
with enclosures concerning Rhodesian sanctions.of AF Division, 25x1
has been advised. This correspondence is provided as a matter of information
and no response is. necessary.
11. (Internal Use Only - KKH) Received a call from Miss Hoern, 25x1
in the office of Senator Mike Mansfield (D., Mont. ), who requested the
number]
25X1 12. (Unclassified - GLC) Tried to reach Bill Jones, Director of Office
of Intelligence Liaison, INR, State Department, to talk with him about State's
proposed followup submission to the Muskie Surveillance Committee. Lawson
Moyer, in Jones office, said he was on leave today and would have him call
me tomorrow.
13. (Unclassified - GLC) Received a call from Nate Miller, Senate
Appropriations Committee staff, who read to me the text of the statement he
was preparing for Chairman McClellan's use on the subject of CIA and Water-
gate. The statement is a ringing endorsement of the Agency which is highly
critical of Senators Baker and Proxmire without mentioning them by name..
I told Miller I thought the statement went a little too far in both directions,
but this was a matter for the Chairman's judgment. He said he always went
all out in these drafts and then let Jim Calloway, Committee Counsel, and the
Chairman tone them down. I suggested he at least take notice in the statement
of the fact that the Agency had provided Howard Hunt with certain materials
and a psychological assessment on Daniel Ellsberg, otherwise I thought the
Chairman would be vulnerable to criticism. Miller said he agreed with this
and would include something in the statement on these items.
