Bob Clark, Minority Staff, Senate Appropriations Committee, called noting that the Senate had rejected Senator William Proxmire's (D., Wis.) amendment prohibiting the use of any 4funds for CIA in the HUD/NASA appropriation bill (H. R. 15572). He stated that Proxmire is very strong in his position and that he will bring his amendment up again when the bill is reconsidered by the Senate Appropriations Subcommittee. He offered to be of assistance to the Agency and requested that we provide him a copy of any paper prepared which sets forth the problems the Agency would face if this type of amendment would become law. He also offered to submit to the Subcommittee any modifying language to the amendment that we could live with. After a brief discussion, however, he recognized that if the language of the amendment is modified to limit the prohibition on the use of funds to CIA programs this might not be the best solution, since Proxmire would then include his amendment in the appropriation bills of all other Government agencies. He agreed that the best tactic would be to oppose the amendment.
