1, alled Jim Calloway and Guy McConnell,
Senate Appropriations Committee staff, and advised them of our concern with
ill H 155721, which is due for
Section 406 iati n
floor action in the Senate today. This section would provide that none of the
funds appropriated under that act could be transferred to or expended by or
on behalf of the Agency. I pointed out that the scope of this amendment was such
that it would preclude normal transfers between agencies which are authorized
under the Economy Act to promote efficiency and economy in Government.
Calloway first said he thought the only recourse at this point was to try to get
the language knocked out in conference, but after conferring with Chairman
John L. McClellan (D. , Ark. ), called back to say that the Chairman planned
to take issue with this provision on the floor today and asked for some back-up
material on it. Early in the afternoon I met with Calloway and gave him an
aide-memoire on the subject.
Chairman McClellan brought this item up in floor debate and also
won a decisive vote on a motion to recommit the bill to the Appropriations
Committee since Senator William Proxmire (D., Wis.) had offered amendments
to cut some twenty-three items in the bill over and above the recommendations
made by his subcommittee. McConnell and Calloway both expressed the
opinion that the objectionable restriction on transfer of funds would be stricken
in Committee when it reconsiders the bill, but indicated that they would like a
fall-back position from us in the event that should become necessary.

aide-memoire to Senator John C. Stennis (D., Miss.) with a covering note.
3. Briefed Jim Calloway and Guy McConnell, Senate
Appropriations Committee staff, and Ed Braswell, Senate Armed Services
Committee staff, on developments over the weekend concerning a. sensitive
Agency proiect.

6. 1 -1 Clark McFadden, Senate Armed Services
Committee stall, advised me at he had discussed with the Chairman the inquiry by
Senator Howard W. Cannon . (D. , Nev.) about a sensitive program
during the Director's testimony before the Armed Services Committee, and
said the Chairman was taking care of this matter with Senator Cannon personally.
25X1 7. Called Bob Clark, Minority Staff, Senate
Appropriations Committee, to secure the language of the Proxmire amendment
prohibiting the use of any funds for CIA in the HUD/NASA appropriation bill
a(j? Clark furnished the language and agreed that it was so broad
it could prohibit the Agency's normal procurement and exchange of services
with other agencies under the Economy Act and other similar statutes to effect
more efficiency and economy in Government. He urged that we move quickly
to head the amendment off as it was scheduled for Senate floor vote at 12:30 p. m.
today. He asked that we provide him a copy of any paper we prepare pointing
out the problems the Agency faces. He was strongly against the amendment and
felt that he could exercise some effort through Senator Charles McC. Mathias, Jr.
(R., Md.) to knock it out or modify it. I later called Clark and informed him

(D., Ark.) was going to strongly oppose Proxmire on the floor.
