1. Dick Haas on the staff of Senator Claiborne
Pell (D. , R. I.) called in follow-up to my call yesterday and said he had
spoken to the Senator and in response to my inquiry, Senator Pell would very
much like to speak with Mr. Colby about Die o Garcia, sometime before the
/'pertinent legislation is considered on the Senate floor; Haas was quite sure
the Senator meant Mr. Colby and not a substantive expert, but said he would
be glad to check this out with the Senator further if I would like. I told him
that would not be necessary at this time, that I was sure Mr. Colby would
want to be responsive, but that I just wanted to be clear on this point. Later
Haas called suggesting that perhaps the session could occur sometime between
3:00 and 5:00 p. m. on Monday, 19 August, or possibly Friday afternoon,
16 August. I told him we might have some problem matching schedules on
this and he agreed that there was some flexibility since the markup of the
pertinent legislation was not scheduled by the Armed Services Committee
until Tuesday, 20 August, and the main point was to have the meeting with
the Director prior to consideration of the legislation on the Senate floor.
I assured myself that Haas was aware of the Director's testimony on Diego
Garcia as published in the Congressional Record, and of the news reports
concerning

Committee consideration of the restrictions concerning CIA in the HUD/NASA
Vppropriation bill (H. R. 15572), in Mr. Cary's absence, I informed Clark
McFadden, General Counsel, Senate Armed Services Committee, that the
examples we had provided on Economy Act transfers, while not necessarily
classified, present the problem that inevitably one gets into classified areas
when you explore the means by which the services were rendered. McFadden
quickly grasped this point, indicating he felt Senator John C. Stennis (D. , Miss. )
could handle this on a general basis, coming up with hypothetical examples if
necessary. He also agreed that having the classified listing of the types of 25X1
projects supporting Economy Act transfers provided a basis for informed
