On Sunday, 29 December, I received a call from Representative Claude D. Pepper concerning the press stories alleging that CIA had spied on him. See Memo for Record. 2. Met separately and then jointly with Clark McFadden, General Counsel, and Ed Braswell, Chief Counsel, Senate Arrned Services Committee, and discussed the recent press stories charging the Agency with involvement in various domestic intelligence programs. See Memo for Record. I have discussed this withi 25X1 3. At his request, I met with Don Lynch, Senate Armed Services Committee staff, who said the Chairman was sending him to Vietnam on Sunday to make an in depth study of the situation there in view of the fact that the Administration will be submitting a supplemental propriation bill for aid to South Vietnam. Lynch said he would like a briefing on the comparative situation last spring to the situation at the present, with regard to the North Vietnamese and Vietcong infrastructures capability for maintaining current operations as well as a briefing on their intentions. He said he was also interested in how good our information is on North Vietnamese supplies in the south, i. e. , short tons of ammunition . Lynch asked if we could schedule this briefing for Friday, 3 January 1975 at 2:00 p. m. and I told him . we could unless I advised him to the contrary. 4. Mot with George W. Ashworth, Professional Staff Member, Senate Foreign Relations Committee, concerning Senator Charles Percy's (R. , Ill. ) trip to the Middle East. As a follow up to the Senator's meeting. Ashworth would appreciate, by Friday, our recommendation of as we would recommend. DDO, was advised. In response to his request, met with Jack Blum, Associate Counsel, Subcommittee on Multinational Corporations, Senate Foreign Relations Committee, who is traveling to Europe this weekend on a study trip for the Committee with regard to the' international monetary crisis and OECD. Blum asked, if possible, if a briefing could be arranged without a letter from the Chairman due to a shortage of time, for tomorrow or Thursday. Mr. OCI, has been advised. 6. Met with J. Sourwine, Chief Counsel, Subcommittee on Internal ecurity, Senate Judiciary Committee, and reviewed with him the correspon e forwarded by Senator Strom Thurmond''1 (R. , S. Car.) office, concerning I also discussed with him his request of last week for a Committee meeting with In brief, I told Sourwine that was attempting to maintain as low a profile as possible at present. Sourwine 25X1 he is not at all pressing the matter but he would appreciate first and would also appreciate if we would review his request at a reaso me within the next year. As for the mafter. Sourwine will be pleased to talk to Senator Thurmond's staff, has been advised. 25X1 7.1 Met with Bill Coates, Assistant to 25X1 Senator Strom Thurmond (R.; and reviewed the correspondence forwarded to this office concernin Coates was somewhat apologetic in that he had no knowledge ot e ubcommittee on Internal Security, Senator Judiciary Committee, involvement in this matter. He will discuss it with J. Sourwine, Chief Counsel, of the Subcommittee. No further action is required. 8. Met with Pat Holt, Staff Director, Senate Foreign Relations ommz ee, and discussed with him correspondence from R. Roger Majak, Project Consultant, Congressional Research Service, Library of Congress, concerning Agency regulations and written instructions relating to decisions to seek international agreements and negotiations and implementation of such agreements. I reviewed with Holt the original Agency response of 7 April 1972 to Senator Sam J. Ervin (D. , N. Car. ) on this subject. Although Holt has some reservations as to Agency involvement in fact in international agreements, he asked that we hold off until Norvill Jones, Professional Staff Member, Senator Foreign Relations Committee, returns next week.
