Res. 94. This resolution requests the President to enter into negotiations to establish an international organization of oil importing countries. In its report, State saw little prospect that such an organiza- tion could be formed. Breidenbach said our call would suffice and that no written reply was necessary. Fulbright re US oil policy. The DDI is puzzled by the last para- graph of the proposed response, specifical- ly the phrase "submission of this report." His question is, "What report to whom?" I have queried OCI and this memo is a joint response. I asked elements in t e DO to comment but have not heard from them. D" kLa,L,0 2I V,.V 2. We recommend general concurrence in the Department's draft letter to Senator Fulbright (attached). The Department might perhaps want to be somewhat more specific on why there is opposition to the formation of an international organization of oil importing countries. The Department could note that our partners are fearful that formation of a consuming bloc to counter OPEC might exacerbate the atmosphere of confrontation that already exists between oil exporting and oil importing nations. Our allies are already nervous enough about the OECD consultations which the letter refers to -- although they do agree that such activity is desirable and necessary. 3. There is an additional point that might better be left unsaid. US interests might not necessarily be served by a tighter international organization. In view of the greater dependence of Europeans on Middle East oil, the Europeans, within the context of a formal organization, might press us to acquiesce in a softer line toward the Arab oil producers than we might consider either effective or in keeping with our other economic and political interests in the area. - a9G STAT Attachments: Draft Letter from Marshall Wright Covering Memos Acting Deputy Director Economic Research .
