1. (Internal Use Only - PLC) Called Frank Reeder, OMB, to
discuss OMB's most recent circulated draft revising H. R. 122.06, which
amends the Freedom of Information Act to permit persons access to
Government records concerning them. Reeder acknowledged that the
Agency exemption provided was inadequate and he expressed general favor
of a suggested change which would grant the Agency a blanket exemption.
2. (Internal Use Only - PLC) Bill Skidmore, OMB, called to grant
clearance on S. 1726, S , S. 3393, S. 3399, and H. R. 12004 reports.
He requested that eachrepor be revised to drop our request for an exemption
from the provisions of the bills should they be enacted. The Administration is
strongly in opposition to the bills and wants to have omitted from all reports
any suggestions of revisions which indicate possible enactment. He added
that actually the Senate Government Operations Committee, which is con-
sidering all of the Senate bills, is merely addressing itself to the general
subject of secrecy and does not intend to actively consider any of the bills.
I noted that our language for exemption was routine; however, Skidmore
confirmed that this was a firm direction and urged us to comply.
3. (Internal Use Only - RJK) Called Richard Quick on the staff of
Senator Hugh Scott (R. , Pa.) and advised him in response to his earlier call
receiving a letter from the Agency within the next few daysy asking him to
come to Headquarters for final preemployment processing.
. 4. (Internal Use Only - JGO) Picked up a sealed envelope for the
Director from Representative Peter H. B. Frelinghuysen (R. , N. J. ).
5. (Internal Use Only - JGO) Received from Mrs. Brown, House
Committee on Science and Astronautics staff, a series of documents loaned
to the Committee which were returned to us for destruction.

6. (Confidential - JGO) Received a call from Representative Bob
Wilson (R. , Calif. ) who asked if we would arrange for a geographic type
briefing for two young scientist constituents who are enroute to Mt. Ararat,
Turkey on a scientific expedition. Arrangements were made through
at the
Magazine Building at 2:00 p. m.
7. (Confidential - JGO) Received a call from Sally Weaver,
Assistant to Representative Benjamin Blackburn (R. , Ga. ), who requested
detailed information concerning escapees and prisoners killed in escape
attempts from the Soviet bloc countries, China, Chile, etc. Miss Weaver
indicated that a letter request had been made to Secretary of State, which
she understood was being transferred to this Agency for action. After
checking with OCI, I called Stanton D. Anderson, Office
of Legislative Affairs, Department of State. Anderson said he would run
the letter down and agreed that it was not a matter for transfer to this
Agency for action. Miss Weaver will look to the Department of State for
a response to Representative Blackburn's original request. X1A
was advised.
8. (Internal Use Only - LLM) In the company of
Deputy Inspector General, attended a meeting at State Department with
representatives of INR, including Mr. George Denney, Deputy Director,
Bureau of Intelligence and Research, Department of State, Marvin Gentile,
Deputy Assistant Secretary for Security, Department of State, and Tom Smith,
FBI, to consider FBPs objections to State's proposed report. As a result
of the meeting, State's report will be substantially revised, the extent depending
upon the outcome of Thursday's session between the Attorney General and the
Muskie Surveillance Subcommittee. See Memorandum for Record for details.
9. (Unclassified - LLM) Called Al Friendly, Counsel, Subcommittee
on Intergovernmental Relations, Committee on Government Operations, and
told him that it is doubtful that OMB will have cleared our views on Senate
bills S. 1726, S. 2451, S. 3399 and S. 3393, by the deadline of 22 May,
which caused him concern. I said we were optimistic that our answers
to the Committee's seven questions will be cleared by OMB by the deadline
date of 24 May.

with .him the Committee deadlines for our reports on S. 1726, S. 2451, S. 3393,
S. 3399, and H. R. 12004, which establish a program of classica ion in
Government. Skidmore assured me that he was under the same deadlines and
our reports should be cleared in sufficient time.
9. (Internal Use Only - KKH) Received a call from Pat Donat, in th

Subcommittee on Investigations, Senate Government Operations Committee
11. (Confidential - JGO) Met with Ralph Preston, House Appropriations
Committee staff, and delivered the 16 May 1974 Reserve withdrawal letter.
Preston remembered the program and had no comments or questions.
