Fosdick, Senator Jackson's Senate Permanent Subcommittee on
Investigations staff, that the picture of a Soviet ICBM in today's
New York Times appears to be a SS-9, but the article refers to it as a
new ICBM. I said we hoped for further information which would
clarify this matter in the near future.

in response to my earlier request, said that they had established
contact with, Treasury to determine what flexibility Treasury had
in avoidin ublication of sums paid by Treasury into the CTA R P+; ramen+

which includes retirement financing.

I I Dorothy Fosdick, on the staff of Senator
Jackson's Senate Permanent Subcommittee on Investigations, called
and asked if we would provide them with the identification of the missile
which appears in a photograph in today's New York Times and was
involved in a parade in Moscow.
4. I I Jay Sourwine, Chief Counsel, Senate Subcommittee
on Internal Security, called referencing a CSCI 3743495, on the subject
of the international communist front organizations and communist societies
25X1A and organizations and a covering letter from I which he had
found in the files of the late Ben Mandel, formerly in charge of research
for the Subcommittee. Sourwine would like to have a copy if the document
has been updated and, if it has not been updated, he strongly recommends
that this be done in light of its value.

5. Called Thomas J. Reckford, Staff Assistant
on Intelligence to the Commission on the Organization of the Government for
the Conduct of Foreign Policy, to review some of the arrangements for
Mr. Colby's meeting with the Commission in the Senate Majority Leader's
conference room (S-211 of the Capitol) on Monday, 19 November at 9:30 a. m.

6. Copy No. 1 of two copies of the Director's briefing
of the. Subcommittee on Central Intelligence, Senate Armed Services Committee,
on 6 November was handcarried to Jack Ticer, on the Committee staff. I
pointed out to Ticer that this was probably the most sensitive transcript
that had ever been taken of our testimony before the Committee and urged
that it be returned as soon as possible. I also discussed this with Ed Braswell,
of the Committee staff, later in the day who said they would like to keep it
in their custody for several days. (He pointed out that he wanted to have it
immediately available in the event Senator Symington wished to see it. )
7. I II talked with Ed Braswell, Senate Armed
Services Committee staff, about the Committee's action on our cost-of-living
increase for ARDS. He told me that one of the staff members was reviewing
the legislation now and Braswell hopes he can run this legislation and several
other items by Senator Stennis and Senator Symington within the next few
days and report them out of Committee next Thursday. He is not certain that
he can meet this timetable, but this is his hope. He added that he intends
to have the Committee report our legislation out as a clean bill instead of
going through the process of having it introduced and referred to committee.
I told Braswell that I thought the total time for getting the bill through the.
Congress would be reduced if it could be acted on by the Senate first and
then perhaps be run through the House under unanimous consent agreement.
I left with Braswell a copy of the Middle East Atlas and told him I
could provide him with additional copies for the staff if they were desired.
8. In response to his inquiry about the article in the
5 November issue o via on Week entitled "Soviets Poise Three-Front
Global Drive, " I showed John Goldsmith, Senate Armed Services Committee
staff, OSR's blind memorandum of 6 November 1973 on this subject.
