1. Carl Duckett, DDS&T, called to say that his
office had receive an inquiry rom a Mr. Wincup, House Armed Services
Committee staff, asking that Duckett brief the Arms Control and Disarmament
Subcommittee on matters pertaining to SALT at 10:00 a. m. on 9 May 1974.
Duckett said he wanted-to advise me of this request and I said I would look
into it further.
Called John Ritch, Senate Foreign Relations .
Committee staff, to determine the status of the Muskie amendment to then
State Authorization bill declaring the absolute authority of the ambassador
wit~ect to the direction, coordination and supervision over all U. S.
civilian Government employees in the foreign country under his control.
Ritch advised me the amendment had been approved by the Committee yesterday
with the insertion of the words "under the President". He said the Committee
re'port is being prepared now and will be filed in a couple of days. I asked
if--the State Department had contacted them with regard to this amendment and
he responded that State's views were neither requested nor given.

him the thrust of my conversation with John Ritch, Senate Foreign Relations
25X1A Committee staff, on the status of the amendment to the State Authorization bill.
said his office had come up with a suggestion to add the words "or
personnel expressly exempted by the President" following language in the
25X1A amendment exempting military personnel under the command of the U. S.
military commander. I toldOI thought their suggestion was worth
consideration and perhaps we could take joint action with the House Foreign
Affairs Committee to have it inserted in the bill there if necessary.
