1. Attached is a copy of subject bill authorizing appropriations for
State and USIA which was recently reported by the Senate Foreign Relations
Committee. Items of more than routine interest are:
a. Repeal of the Formosa Resolution (Sec. 4, p. 4);
b. Authorization of dependent educational travel once
every year as opposed to the current rule about every four
years (Sec. 6, p. 5);
c. Assignment of Foreign Service officers between
eighth and fifteenth years of service for sig~.ificant duty
in the United States with local governments, schools,
public organizations, etc. (Sec. 7, p. 5);
