MEMORANDUM FOR: Mr. John Warner
SUBJECT: Pending Legislative Counsel Business
1. General Congressional Contacts. We didn't have many
Congressmen or Senators down to lunch this year. The Director
is not too fond of this method of getting acquainted and generally
maintaining friendly relations. He is willing to do it from time to
time, however, if it seems to be the best way of arranging a meet-
ing. One Senator the Director definitely will want to see is Thurmond.
(See attachment #1). I made a few attempts to make contact during
this past session but Cushman was absent when I tried and the Senator
was pretty much preoccupied with Civil Rights. I should think the best
psychological moment would be early in the next Sessdon- assume
you will also want to explore with the Director the usines

we have discussed. We tried repeatedly to get Chairman Dawson of s
House Government Operations down here for lunch, but we never
could land. him. I think we should try again early next year. After the
Director and Dawson get together, I believe the Director should pay
a visit to John McCormack, the Majority Leader. I have felt that the
Director should also go up and informally brief the Speaker and Joe
Martin and the Senate Majority and Minority Leaders, and that this
should be done early in the session. The Director didn't react
unfavorably to this suggestion, but he indicated that he wanted to dis-
cuss it first with Chairmen Russell and Vinson, which we never had
a chance to do this year. I believe he should be reminded of this. I
trust you will handle the matter of calling Francis Walter shortly after
the Director's return.
2. Briefings and Debriefings after Trips Abroad. Barbara is
keeping a card file on congressional trips abroad on official business.
We are working out an arrangement whereby 00 Contact Division will
debrief those who go to their homes directly from their trips abroad.
We have been handling the debrief ings here in Washington with the
help of OCR Liaison. I will explain this to you in more detail.

3. Legislation. As of about a month ago, when we had our
last contact with the Bureau on the subject, the last point of difference
was on the proposed accelerated retirement provisions. Our proposal
was contained in Section 5 of a draft bill dated 21 March 1.957 (Attach-
ment #2). The history of our discussions and negotiations with the
Bureau and with the Civil Service Commission on this retirement provi-
sion is long and complicated. The net of it, however, is that the
Commission would not approve of any special accelerated retirement
provision for CIA employees which does not have more general appli-
catior l to other agencies or other broad categories of employees.
When confronted with the fact that the Foreign Service has such a
special program and that USIA was permitted to request similar
authority of the Congress, the Commission simply said that the fact
that others were able to get away with it does not make it right. The
Bureau of the Budget people, particularly Spencer Platt, have been
considerably more reasonable, but they too would only be willing to
approve an accelerated retirement provision which is considerably

There are important considerations tactics and strategy which have
to be resolved before we start pullin together proposals for the next
Session of the Congress.
4. Inquiry from Congressman Santangelo. This refers to a
letter from the Congressman to the Director dated 1 August 1957.
