Section 4(1)(g): According to Mr. Office of the General Counsel, this paragraph per- mits the payment of all travel expenses of dependents to and from points to which an employee is ordered for orientation and training or is given other TDY while enroute on PCS orders. This avoids having dependents delay departure from the old post, delay enroute, or arrive at the new post in advance of the employee. If approved by Congress, the result will be payment of travel and per diem expense greater than that which would be paid over the most direct usually travelled route. While the proposal has un- questionable. merit, strict administrative control over the exercise of the authority contained in the proposed legislation, will be necessary. h. Section 5(h): The intent of this section is not clear. Mr OGC, advises that the section is not intended to provide authority to pay employee claims for loss or damage while in transit, of house- hold goods and personal vehicles shipped on official PCS orders. In the course of further discussions with- Jr, Office of Logistics, differing opinions have been Expressed.
