Approved For Release 2002/01/23 : CIA-RDP75B00380R00080013 16 October 1963 MEMORANDUM FOR THE RECORD SUBJECT: H. R. 2989--Missing Persons. Act Amendments 1. At the request of Lt. Colonel Jack Reiter, Air Force L & L, the undersigned accompanied Colonel Reiter and Mr. Allen Morrison, of Air Force JAG, to a meeting called by Mr. William Darden, Senate Armed Services Committee Staff. In essence it is Mr. Darden's judgment pending further advice from the Air Force people that the addition of the phrase "detained in foreign countries against their will" adds little to the existing terminology of the Act. He feels the phrase "interned in a foreign country" is sufficiently similar in substance as to make legislation on the point not worth the effort. 2. Mr. Morrison will check his international law people on cases construing the phrase "interned in a foreign country" and will advise the undersigned and Mr. Darden of the result. 3.
