Mr. Duckett:
The attached two messages deal with the pos-
sibility that the Air Force will encrypt US telemetry
and are self explanatory. I am really worried about
this and feel something should be done to get the
Air Force to change its plans. If you agree, there
are several approaches which might be taken. You
.might contact Foster directly since he initiated the
order, or you might raise it as an agenda item on
the Verification Panel, or you might ask Stoertz to
take it up through the SALT monitoring group.

that SAMSO plans to encrypt telemetry on all US missile tests by 1974. I am
concerned about whether this might be a violation of Article 12, Paragraph 3
of *the proposed ABM treaty which says, "Each Party undertakes not to
use deliberate concealment measures which impede verification by national
technical means of compliance with the provisions of this Treat y."

3. I would like to raise this matter with Carl Duckett to see if it
should be brought to the attention of higher authority, but before doing
so I would like. to confirm that the action is indeed to be taken by SAMSO.
I would also like to identify a specific directive spelling out what is planned.
