testimony sent you earlier, I find
a third passage of possible signifi-
cance which is attached. I have
called this to the attention o C Jim
Woolsey, of the Committee staff,
who was present during Lairds
testimony and he is struck with
the references on pages 2,164
(which I sent you earlier) and
2526 (attached) to the "stellar
initial guidance" system. Woolsey
infers that Laird is making a
connection between MIRV and SIG
and hopes we can get back to
Defense and find out what Laird
was trying to say or how he has
been briefed on these matters.

P. S. Woolsey just called again to
say that Jerry Friedhein is trying
to clarify the situation by putting
out word that Laird means to say
that the Soviets are "definitely
working on the technology" for
MIRV. Woolsey feels that Laird
is creating serious confusion on
an important subject and he very
much hopes we can get some info
from our contacts in Defense as
to what Laird is talking about and
pass the results to Woolsey in
strict confidence.

us to accelerate the hard site program as a result of this
particular treaty.
Senator McIntyre. You are asking for $60 million
in fiscal 1973 in addition?
Secretary Laird. We are asking for $20 millior in,
military construction, $80 million in R&D, is the request
for 1973. We are asking for an augmented program here
that I presented to you today, with the justifications, of
$60 million.
Senator McIntyre. Accelerate'and'complete development of
site, defense:

Senator McIntyre. Now, the Maneuvering Reentry Vehicle
(MARV) for TRIDENT was justified specifically for use against
the Soviet ABM system, With the restriction on ABM deployment-
isn't the Ballistic Reentry Vehicle (BR\ for the TRIDLNT I
missile adequate so that we do not have to develop the MARV?
You want $GO million that you have got in that IM4ARV
Program.. With the ABM restricted the way it is, why do we
need to press forward with MARV?
Secretary Laird.. I think it is absolutely essent:I,al

and the American people to understand, that the Soviet Anion
is presently going forward with such a program.
Senator McIntyre. MARV, M-A-R-V?
Secretary Laird. That is correct. And this is all

in the research and development area, and a decision ha, not
.been made on deployment. But it is important, and I urge
favorable consideration by this committee.
I think this committee has been briefed on the new
stellar initial guidance system that is being tested by the
Soviet Union and the 3,000 mile range missiles. And this is
a recent development, but it is one which I think is an
important development. And I~do'not believe that the U. S.
should not press--.,this program.
Senator McIntyre. There were a number of us on the
R&D subcommittee of the Senate Armed Services Committee that
were not impressed with the accelerated request as outlined
to us earlier. And we had a kind of layman's opinion that
this is where you got into trouble, and this is where you
get into more cost. And we were not completely happy with the
decision of 540 versus an 18,000 ton sub tomorrow, which you
are talking about.
Secretary Laird. Those are tough decisions, as you know.
I disagreed with the Secretary of Defense in 1957, and
