1. l'SSAC's use of DCID 1/2 at the production level
has been limited to the preparation of planning submissions
to the annual Agency Program Call and for the formulation
of ongoing evaluation efforts. In an indirect manner, our
daily analytic efforts follow the priorities set forth in
DCID 1/2. However, we would have formulated our production
efforts in generally the same way if the DCII) did not exist.
In general, DCID 1/2 has little impact at the division level
or lower.
2. DCII) 1/2 has been of considerable value to INfSAC
because of our interface with many collection-related
activities. Principal use of the document has been by Chief,
Signal Analysis Division ()AD), the individual most directly
concerned with the SIGINT sensors under consideration over
the past few months. He uses DCID 1/2 as a general guide in
his participation in the community-wide formulation of task-
ing for various SICINT sensors, including both overhead and
conventional. For example, Section B was used extensively
in the discussions related to new collection guidance for
Processing priorities for telemetry which
are provided to the National Security Agency (NSA) are often
based on decisions in which DCID 1/2 was used.

3. We do not see )CID 1/2 in its present form as a
real guide for planning and programming U. S. intelligence
efforts over a five year period. it is really a listing
of current objectives and priorities. On the other hand,
an Office of National Estimates paper entitled "World
Trends and Conditions in the l97Os,?F does present a well
balanced estimate of the outlook for the future. We believe
that the directive would be improved if it were based on a
finished version of the ONE World Trends and Conditions
paper. We also believe that, in some cases, the definitions
of line items in Section A are too brief. More specific
definitions seem warranted.

4. No changes in objectives or priorities are needed
now. SALT may change our priorities and objectives some-
what if there are agreements or qualitative (either permitted
or prohibited) improvements. There would then be a need to
concentrate on verifying compliance with, or violation of,
specific terms of a treaty. The effect on objectives and
priorities cannot be predicted, however, without some knowl-
edge of the type of agreement.
