This is in reference to your letter of February 11, 1972,
supporting the "Program for Control of Electromagnetic
Pollution of the Environment: The Assessment of Biological
Hazards of Nonionizing Electromagnetic Radiation." The
responses of virtually all agencies involved supported the
program.
On March 7, 1972,the Electromagnetic Radiation Management
Advisory Council, meeting with agency observers, reviewed the
current status and developed plans for proceeding into the next
phase of this effort.
Since the program is becoming increasingly active, I would
appreciate your reviewing Central Intelligence Agency's
participation to ensure that representatives are both tech-
nically and programatically cognizant and responsible in this
area. Appointment or reaffirmation of your representative(s)
would be most helpful.
In order to coordinate and implement this program effectively,
I feel that it would be advantageous to establish a govern-
mental interagency working group consisting of the designated
individuals from participating Government agencies and depart-
ments. It is planned to convene the first meeting of this
group on April 4, 1972,to consider the enclosed agenda.
