Meeting of the President's Foreign
Intelligence Advisory Board, Thursday
and Friday, October 5 - 6
1. Admiral Anderson has decided that the October meeting
of the PFIAB should consist largely of "area situation briefings." He
would like to have a representative of DDI (in coordination with or
assisted by DDS&T where appropriate) carry the burden of these with
emphasis on the current situation but oriented to community collection
problems which might arise in the coming months. He would like to
have a DDP representative available to assist on this latter point, which
could include both overt and clandestine type problems.
2. He wants to cover the following eight areas for about an hour
each. (The Middle East would be an exception. They would anticipate
something like 45 minutes there, since they had a rundown from Joe Sisco
at the last meeting. This time they want to concentrate on terrorist and
related activities). The areas are: USSR, China and the Far East, South-
east Asia, Latin America, Western Europe, Africa, South Asia and the
Middle East.
3. We have no times for these briefings but they are going to
try to schedule most or all of them for Thursday afternoon and Friday
morning on the theory th .t that is when they have their fullest attendance.
4. This memorandum is being written to give the Deputies advance
notice in order to get senior officers lined up to handle these briefings. I

would suggest the respective nominees on each area establish contact
with each other so as to rough out the general thrust of what should be
said. I would also suggest that we call a brief meeting of everybody
concerned sometime next week when a little more is known about times,
so as to be sure that everyone is following the same general guidelines
and to discuss the makeup and attitude of the Board for those who are
not familiar with it.
