Reconnaissance SUBJECT: U. S. Capacity to Process Film from TALENT and KEYHOLE Reconnaissance: Proposed- Contingency Readout of Cuba Photography at the Navy Photographic Interpretation Center. The following memorandum from the DIA/ Joint Staff is distributed for consideration of COMOR. 1. The increased frequency of satellitemissions scheduled for the remainder of the calendar year may well prevent prompt readout at the National Photographic Interpretation Center of coincidental Cuba photography. 2. To insure that Cuba photography is interpreted and re- ported without delay despite preoccupation 'of NATPIC facilities, it is proposed that the. Navy Photographic Interpretation Center be authorized to read out and report on Cuba CHESS photography at any time the :im- mediate readout capability at NATPIC is pre-empted by satellite photog- raphy or other commitments of higher priority as assigned by COMOR. 3. The proposed contingency readout of Cuba photography at USNPIC will be subject to the same security provisions which govern its handling at NATPIC. 4. Member services or agencies with participating inter- preters at NATPIC may elect to provide readout assistance to USNPIC during the interpreting and reporting interval. 5. Appropriate instructions to USNPIC, imparting the details of procedure, schedule or reporting, and other essential guidance are contained in the attachment. 6. S. Navy Photographic Interpretation Center 1. When requested and authorized by COMOR to implement contingency readout procedures, and upon receipt of a duplicate film positive at USNPIC, USNPIC will: a. Commence readout immediately if the film is received prior to 1400, and in any case not-. later than 0800 on the following day. b. Once readout has commenced, work on a continuous basis until SitSum readout of COMOR highest priority requirements is completed. C. Produce a message SitSum immediately upon completion of readout to be sent to DIA for further di s s emination. d. Produce a hard copy SitSum on a priority basis in the format established by NATPIC. This hard copy will be disseminated in the quantities and to the recipients as established by COMOR. 2. NATPIC will provide USNPIC with duplicate copies of working materials, procedures and background information that is available from previous readouts. 3. Services and agencies maint ing photographic interpre- tation elements at NATPIC will be invited to participate in readout at USNPIC if they so desire.
