insure that it was done.

He also reported that a new proposed Bill had just coarse out on the pro-
curement of doctors. I asked him to send it directly to Dr. Tietjen and to ask
Dr. Tietjen to forward his comments through me.

2. Interviewed Messrs of the Security Office
who are departing for their posts
They all made good impressions and think that they will perform in a commend-
able manner.

it was written it gave the Of ce o ommunications authority to effect the pro-
curement of communications equipment without coordination with the Logistics Of-
fice. also said that Staff "D" had special authority to effect
procuremen wi out coordination with the Logistics Office and I asked him to
furnish me with a copy of this authority, which he agreed to do.

rector's Conference oom is operated, who is responsible, etc.

6. Attended a Career Council Meeting. Significant developments were:
a. Criteria for entry into the Junior Career Development Pro-
gram were amended so as to make completion of a Basic In-
telligence Course preferable but not mandatory and so as
to allow "on the job" performance to be substituted for for-
mal education.
b. MattBaird's request to increase the JOT Program to 150 po-
sitions was not considered favorably.

c. The CIA Welfare Fund was discussed and it was agreed that
I should publish a brief Notice on how employees could re-
ceive financial aid and assistance.
7. Following the Career Council Meeting Harry Reynolds, Matt Baird, and I
discussed briefly the career service problem which arises when a staff employee
or staff agent goes under deep cover, It was agreed generally that the career
service rights and benefits of such an employee certainly should be protected
and that some mechanism should be set up to insure that, with due regard for se-
curity, they were protected. Apparently there is one individual case facing us
at this time. I told Harry it was my feeling that as Chairman of the Career
Council he should go straight to the Director and tell him about this particular
case, do whatever was necessary to insure that the career service rights and
benefits of this employee were protected, and thereafter take the initiative to
develop a procedure which would resolve this sort of thing,

Dr. Barzouka from the Mt. Alto Hospital had called today to say that
had mild symptoms of sleeping siclo ess. Dr. Tietjen advised me later that the
symptoms could not be identified positively as sleeping sickness but that if
they could, however, there was a remote possibility that some of the chemicals
used at the Printing and Reproduction Plant could have contributed to~
condition, He is continuing his investigation of the matter but all information
up to now is too hazy to take any positive action.
9. Federal Bureau of Investigation was in to interview me
concerning an investigation which is being conducted
