I will prepare a separate memorandum on this but his conclusion is that our present system is entirely satisfactory. We also discussed the bonding of agent cash- iers, certifying officers, and official custodians. I will include this discus- sion in my Memorandum for the Record but here again his conclusion is that each cashier and certifying officer should be bonded and that official custodians should not be. This coincides very closely with my own views. 2. telephoned to suggest a schedule for CIA Budget Hearings beginning on 27 October. (See separate Memorandum for the Record on this sub. ject.) 3. Conducted the usual weekly DD/A Staff Me eting. (See Minutes.) 4. Sherman Kent was over to discuss an unus ual tr which a member of the Board of National Estimates wants to take to during which he would be working part of the time and on leave part o the time. I told him that I was sure we could work out the administrative arrangements to his satisfaction if he would first obtain the Director's approval, as a matter of principle, for the Board member to make the trip. 25X1A9a 5. During my talk wit today he discussed Project PBSUCCESS a little further and said that had received figures from the Department of State which seemed to bear no resemblance whatever to figures given to him by Colonel King and Mr. Preston. He expressed great disappointment at the lack of knowledge exhibited by Messrs. King and Preston and "shuddered to think" of what would have happened had a can ttee been listening to their explan- ations. He also indicated that would speak to the Director about 25X1A this but that he felt the group w asc or a complete audit of the Project. He also discussed again the question of central administration versus separate administration for the Clandestine Services and said that he was not one hundred per cent sure in his mind which system we should have but that there was one thing he was sure of and that was that the Clandestine Services needed to get themselves straightened out operationally before any such move was consider- ed.
