1. Ed Saunders, and I presented our recommended budget alloca-
tions for Fiscal Year "9 to the Director. They were approved and Ed will issue
the necessary notifications.
2. Asked Larry Houston to expedite writing the contracts for the new group
health and life insurance with the Omaha Mutual Life Insurance Company. He said
that he expected to have them to me by Tuesday or Wednesday.

49 Conducted a DD/A Career Service Board Meeting. Will meet with Messrs,
sometime next week to discuss (1) a possible reorgan-
za ion o oar encompass the entire DD/A organization, and (2) ways and
means to get more into the career management vs. personnel placement business.
25X1A9a 5. Approved of taking leave until 19 July.
25X1A9a 6. Mr. asked me to review the case of Mr, who, 25X1A9a
after having from an overseas assignment with the 25X1A6a
was offered a desk job in the same Division, which he declined, and subseque
shopped himself around and located a job with the FE Division for whom he is re-
porting to his on 6 July. He claims that his orders 25X1A6a
should have been on a asi.s an he is, therefore, entitled to approosi-
25X1 A9a mately 1,000 per diem. I told Mr, that I could find no legal basis
for paying the requested per diem nor wo consider it payable on an equity
25X1A9a basis since - permanent-change-of-station orders were entirely proper at the
time that they were written and we could not make them retroactive because of sub-
sequent developments.
7. Conducted a meeting of the advisory committee to study regulations and
procedures in support of deep cover operations.

we co d find any way to pay him the per diem he claimed we should do so. I must
