Talked to Jim Garrison about the Management Staff report on his Office, Told him that I had not had time to stud it but at the moment did not know where I was going to find the additional positions which had been recommended, 2. Obtained General Cabell's approval on the "Termination Secrecy Oath" and 25X1A2d1 sent it to the Director for his approval, 3. Jim Garrison asked ay advice as to whether the arms, ammunition, etc., 25X1A2d1 should be brought to the States or stored there. I told him that as long as we were going to keep - on a standby basis I thought it would be better to keep this stock there inasmuch as it could be moved from that location as easily as any place else. 25X1A9a 4. Attended the regular monthly luncheon for DD/A Office Heads and informed everyone that next Thursday' s meeting would be in Roam 1037, "K" Buildings at which time would give us a presentation on the "Clandestine Ser- 5. At request, and with Bob Amory"s concurrence, approved for publication a Notice abolishing the Office of Intelligence Coordination and trans- ferring its functions, with minor exceptions, to the Office of the Director under the supervision of the Special Assistant for Planning and Coordination. The IAC Secretariat will go to the Office of National Estimates; the Chairmanship of the 25X1A9a Interagency Priorities Committee will be transferred to the Office of Current In- telligence, and the Chairmanship of the Advisory Committee on Foreign L a e Pub ca ons will be taken over by the Office of Research and Reports,, 25X1A9a 6. Attended a Supergrade Review Board Meeting. 25X1A9a 7. Wen e proposed Fiscal Year 1955 budget allowances with Ed Saun- ders and and agreed on our recommendations to the Director. Told Ed to go ahead and notify the various components of their tentative allowances and to tell them that they were subject to the Director's approval. 8. Shef advised me that one of his agents had gotten plastered and into dif- ficulty with the police and that he wanted to prefer charges against him. Jim Garrison told me that he was quite concerned again about the activi- ties of in that he believed this operation was contin- 25X1A9a uing., that it was not being coordinated with his Office in any way., and that he was fearful that the whole thing would blow. I told him to steer clear of it and that I would try to follow it up with the Deputy Director (Plans).
