I told-that nothing could be done about25X1A9a this since it was over the Director's signature and that he should not pursue it further. 2. Asked Ed Saunders to supply information to Walter Pforzheimer for Chair- man Rees of the House Post Office and Civil Service Committee as to how many ci- vilian personnel we had in CIA who were required to wear uniforms, how many uni- forms we paid for, and how much it cost us. 3. Jim Garrison and I discussed the question as to whether Colonel - 25X1A9a would be released to the Air Force. I asked Jim to inform Colonel- that 25X1A9a in view of the experience he had had in Europe and the great reliance we placed upon his services for the next year we would be reluctant to see him go, but, in view of the fact that he had done a good job, if he insisted on going we would not stand in his way. 25X1 A9a 4. Met with and Harry Reynolds to discuss the controversial paper on the Psychiatric vs. Psychological Assessment Program which has been ex- panded to a personnel problem to such an extent that the original problem has al- most been forgotten. John requested that we recognize that the Assistant Direc- tor for Personnel was in charge of all matters which impinged upon people. I agreed with this as a matter of principle but said that the professional opinions of the Security and Medical officers must be respected, that they were not sub- ject to veto by anyone, except the Director, and that no one outside of their of- fices were to have access to their files. Harry Reynolds expressed complete sat- isfaction with the way things were presently working, indicated that he did not want access to the files, and stated that as far as he was concerned he saw no necessity for publishing any paper. We agreed that it boiled down to a question of whether the Medical Office should have psychologists in support of its Psychi- atric Program or draw the necessary psychological support from a pool supplied by the Office of Training. We further agreed that only General Cabell needed to make this decision and that unless he insisted no paper was necessary. Harry and I will present the matter to General Cabell. 5. Asked Harry Reynolds to select someone in the Central Processing Branch with whom the Director's Office could deal and requested that he contact Miss 25X1 A9 about these arrangements. 25X1 A9a 6. telephoned to protest the action of the Credit Union in its decision not to cash checks for non-members. I referred him to Harry Reynolds who has nominal supervision over the Credit Union for the Agency.
