Approved For Release 2000/08/2&: CIARDP76-001W0001 00030067-9 DIA1?Y NOTES 25X1A AAA 27 April 1954 1. George Meloon and I briefed Mr. Fle D' ector, Office of Defense 25X1A9a Mobilization, concerning the case of 25X1 A9a We explained, that Mr. in ~-~ he was interested. had never actually completed "on duty" processing in CIA and that due tot que requirements of this Agency we could not consider his employment here and planned to terminate him on 30 April. (He has been car- ried on the rolls in one capacity or another since November of 1952.) Mr. Flem- 25X1 A9a wing inquired as to whether or not we could put Mr. - on the roils for a temporary period. I said that we could not do this since we had no unclassified work for him to do and that to put him on the rolls with no intention of giving him a job would be a subterfuge. Mr. Flemming appeared to understand our posi- tion, completely and indicated that he would personally contact Mr. courage him to exercise his re-employment rights with the Securities ~ and en,_ e 25X1 A9a Commission. He wondered if the Director would be willing to write a brief, per- sonal note to the Chairman of the Securities and Exchange Commission asking that he give this case his consideration. I told him that we would certainly be glad to do anything reasonable to help Mr. get relocated but that we could ofly25X1 A9a 25X1 A9a take action after Mr. had exercised his re-employment rights which, to date, he had been unwilling to do. (George Meloon is preparing a Memorandum for the Record of this meeting.) 2. I talked to Mr. Johnson, Operations Coordinating Board, concerning the 25X1 A9a status of Dr. and he confirmed my prior understanding Dr, 25X1 A9a had been placed in a regular that sane relationship to CIA as other PSB position and, in his opinion, had the the supergrade OCB employees. However, he said that when the Operations Coordinating Boar], was set up provisions were made for Advisors to the Executive Officer of the Board to be carried on the rolls of their parent encies was to be carried on CIA rolls. He as- 25X1A9a 25X1 A9a sumed that had coordinated this within the Agency, which is no e agree to send me a copy of a document approved b Board which sets forth the table of organization etc, and after Ipreceive irt e I will pursue the matter further. Actually, is now occupying two po?. 25X1 A9a sitions, i.e., Intelligence Advisor to the Executive Officer, and head of the OOB Special Staff. 3. Asked Logistics Office, to do everything possible to expe- 25X1A9a dite installation o air conditioning equipment in our temporary buildings. He says the Public Buildings Service is negotiating a contract and that they hope to have all units in place by 15 June. He believes medical support to be good but thinks that all personnel in the field are still lacking in contact with Headquarters and 25X1 A9a feel that they are for otten; apparently they have great fears of not having jobs when they come home. believes that this is a real problem about which some- thing should be done. He told me that Dr.- and the other doctors in the 25X1 A9a Far East strongly believe that well adjusted people should be chosen for field as- signments over highly educated people if a choice has to be made. They also feel 25X1 A9a urggent need for a hiatriat in that area but do not believe they have con- vince this need as yet. ?r". A ^_, 25X1A9a 5. Talked to about an Ad i m nistrative Plan for Project- He agreed with me the Project must have an Administrative Plan. I agreed that it could be a simple one and that if accountings were so sensitive that they should not be filed in Headquarters they could be retained at the station where 25X1A6a our auditor would conduct a proper audit. 6. On Monday., 26 April l954, I ran into Bob Lefebvre (who is in charge of the GPO Plant located in the basement of South Building). Garrison had had lunch and ? He said that he and discussed briefly the possibility of merging the GPO Plant with our plant. Surprisingly enough, Bob seemed to be very enthusiastic at t s prospect and had gone so far as to mention it to Mr. Harrison of the Joint Committee on Printing. He would, of course, expect to be taken into CIA as a part of the merger, I think he would also like to find some way to move the entire plant across the River into the D. C. area, He indicated that this would be very timely inasmuch as the Joint Committee on Printing was trying to find some way to have highly classified was not satisfied with GPOts ability printing done and, apparently, to Bob that CIA would not take the initiative sthistmatter and that we~weerei2ed not interested in building an empire or giving anyone grounds for alleging that we were trying to do so, I did tell him, however, that I approved of him and Jim Garrison making a detailed study of the matter and that if it wisest move to make I felt sure the Director's approval for such a me merger coulde be obtained, 25X9A6 H Approved For Release 2000/08/2,2.:CIA-RDP76-00183R000100030067-9 Approved For R ase 2000/08/27 : CIA-RDP76-00463R000100030067-9 what to do about reimbursing him for the expenses he has incurred and I will have to follow through on this later. 25X1 A9a 8. Mr. of the Medical Office (who has just returned frcxi 25X1 A2d 1 where he tested ce ain food to be used in connection with Project P ad- vises me that while all except about 2800 of the sausage packets in question are molded to an extent that he does not believe people would voluntarily eat them, they will not, in fact, cause illness if they are eaten. I checked with Howard Preston to insure that we should not be obtaining replacements and he assured me that other arrangements were being made and that no further action on my part was necessary at this time. 9. Talked to Lyman Kirkpatrick about the case of (who was 25X1A9a terminated not too long ago for misconduct, break his cover, etc., while em- ployed by the Security Office) and told him that should not be rein- 25X1 A9a stated by the Agency under any circumstances. 25X1 A9a and I had a rather lengtly discussion concerning the necess- ity for a Proprietary Projects Board. He does not believe that such a Board is necessary. I told him that I could not wholeheartedly subscribe to this point of view because under present procedures the DD/A had no way of insuring that pro- jects were receiving needed administrative attention until flaps occurred. This lead us into a discussion of the basic principles of the whole administrative setup wherein I told him that, leaving out personalities completely, under the present arrangement we neither had centralized administration nor decentralized administration. Admittedly, it is his job to keep the DD/A advised, but since he neither derives authority from the DD/A nor is responsible to him the MA cannot be held responsible for his actions. Deep down under I believe that Ted concurs in this point of view and shares my belief that actually he should derive his au- thority from and be responsible to the DD/A. Horever, for practical reasons, would certainly be opposed to this point of 25X1 A9a namely, that Messrs. Wisner and A to such an arrangement. This is something 0 view, he could not publicly subsc which we will undoubtedly have to discuss again. -3- Approved For Release 2000/08/27 : CIA-RDP76-00183R000100030067-9 25X1A Approved For Release 2000/08/27 : CIA-RDP76-00183R000100030067-9 Next 2 Page(s) In Document Exempt Approved For Release 2000/08/27 : CIA-RDP76-00183R000100030067-9
