1. George Meloon and I briefed Mr. Fle D' ector, Office of Defense

his employment here and planned to terminate him on 30 April. (He has been car-
ried on the rolls in one capacity or another since November of 1952.) Mr. Flem-

temporary period. I said that we could not do this since we had no unclassified
work for him to do and that to put him on the rolls with no intention of giving
him a job would be a subterfuge. Mr. Flemming appeared to understand our posi-
tion, completely and indicated that he would personally contact Mr.

Commission. He wondered if the Director would be willing to write a brief, per-
sonal note to the Chairman of the Securities and Exchange Commission asking that

2. I talked to Mr. Johnson, Operations Coordinating Board, concerning the
25X1 A9a status of Dr. and he confirmed my prior understanding

3. Asked Logistics Office, to do everything possible to expe- 25X1A9a

that all personnel in the field are still lacking in contact with Headquarters and

signments over highly educated people if a choice has to be made. They also feel
25X1 A9a urggent need for a hiatriat in that area but do not believe they have con-

nistrative Plan for Project-
He agreed with me the Project must have an Administrative Plan. I agreed
that it could be a simple one and that if accountings were so sensitive that they
should not be filed in Headquarters they could be retained at the station where
25X1A6a our auditor would conduct a proper audit.
6. On Monday., 26 April l954, I ran into Bob Lefebvre (who is in charge of
the GPO Plant located in the basement of South Building). Garrison had had lunch and ? He said that he and
discussed briefly the possibility of merging
the GPO Plant with our plant. Surprisingly enough, Bob seemed to be
very enthusiastic at t s prospect and had gone so far as to mention it to Mr.
Harrison of the Joint Committee on Printing. He would, of course, expect to be
taken into CIA as a part of the merger, I think he would also like to find some
way to move the entire plant across the River into the D. C. area, He indicated
that this would be very timely inasmuch as the Joint Committee on Printing was
trying to find some way to have highly classified

what to do about reimbursing him for the expenses he has incurred and I will have
to follow through on this later.
25X1 A9a 8. Mr. of the Medical Office (who has just returned frcxi 25X1 A2d 1
where he tested ce ain food to be used in connection with Project P ad-
vises me that while all except about 2800 of the sausage packets in question are
molded to an extent that he does not believe people would voluntarily eat them,
they will not, in fact, cause illness if they are eaten. I checked with Howard
Preston to insure that we should not be obtaining replacements and he assured me
that other arrangements were being made and that no further action on my part was
necessary at this time.
9. Talked to Lyman Kirkpatrick about the case of (who was 25X1A9a
terminated not too long ago for misconduct, break his cover, etc., while em-
ployed by the Security Office) and told him that should not be rein- 25X1 A9a
stated by the Agency under any circumstances.
25X1 A9a and I had a rather lengtly discussion concerning the necess-
ity for a Proprietary Projects Board. He does not believe that such a Board is
necessary. I told him that I could not wholeheartedly subscribe to this point
of view because under present procedures the DD/A had no way of insuring that pro-
jects were receiving needed administrative attention until flaps occurred. This
lead us into a discussion of the basic principles of the whole administrative
setup wherein I told him that, leaving out personalities completely, under the
present arrangement we neither had centralized administration nor decentralized
administration. Admittedly, it is his job to keep the DD/A advised, but since he
neither derives authority from the DD/A nor is responsible to him the MA cannot
be held responsible for his actions. Deep down under I believe that Ted concurs
in this point of view and shares my belief that actually he should derive his au-
thority from and be responsible to the DD/A. Horever, for practical reasons,
would certainly be opposed to this point of
