1. Recommended to General Cabell that action be deferred in connection
with the proposed redesignation of the Chairmanship of the CIA Career Service
Board and the transfer of the CIA Honor Awards Board to the jurisdiction of
the Assistant Director (Personnel) until Mr. Kirkpatrick thought the time was
appropriate; he agreed. I so informed Mr. Kirkpatrick and left the changes in
Regulations with him,, requesting that he return them to me for publication
when he thought the time was right.
2. Also talked to General Cabell about our Management Improvement Ser-
vice. Although not final,, it seems clear that he would prefer to remove this
function from the Office of the Comptroller and place someone with consider-
able stature as the head of it.
3. Arranged with the Director for Mr. Pforzheimer, Mr. Saunders, and my-
self to meet with him tomorrow at 11:30 a.m. to discuss items which might come
up at his luncheon with Messrs. Taber and Wigglesworth.
