Asked to make a study of the possibility of transferring admin- istrative responsib y for the Credit Union from the Comptroller's Office to the Personnel Office effective o4 or about 31 January 1954. 2. Talked to Mr. Kirkpatrick concerning his suggestion that the Director an- nounce a T/O and ceiling policy. Advised him that offices were cooperating in bring- ing their tables of organization within the 1954 budget estimate and that we expect- ed to eliminate ceilings entirely. (Ceilings and T/Ots should be the same.) Mr. Kirkpatrick agreed that we would do better to wait until the Director had made a re- view of office estimates which will be due about 1 July 1953* participated in a conference with er meeting es later in the day to discuss the proviso that it be cleared with the Bureau of the Program which amounts to $710,000. In order to insure his same income he hoped that it would be possible for him to be employed at step three of that grade. I told him I regretted that this could not be done in view of the fact that he had not had prior civilian Government service at that level. 6. Colonel Edwards advised me that he was meeting with DD/P personnel tcmor- row to continue discussions concerning operational clearances. 7. Arranged to see Mr. Sprankle tomorrow at 11:00 a.m, in connection with en- listing Mr. Taber?s support for an existing building for CIA. 9, Shef Edwards r orts that he has made arrangements for senior Security Officer on staff who is in town on anporary duty, to talk to me on Wednesday.
