ready to propose that we make an attempt to set up our am maintenance facilities
and organization. I told him that we would not have a prayer to make such an ar-
rangement and that we should continue to do the best we could through the Public
Buildings Service. I requested that he draft a letter for Mr. Wolf's signature
to Mr. Reynolds, Comnissicner of Public B S rvice, pointing out the inad- 25X1A
equacy of the service rendered to CIA. feels that we are getting as
much, if not more, than any Government agency; nevertheless, it is not what it

to hire a raw nters (who would work under the supervision of the Public
Buildings Service in order to alter the new space which we have acquired so that
we can get into it sometime soon. If we do not do this he feels that PBS will be

suggested that he raise this matter at the Deputies' Meeting again since contri-
butions of late have not been sufficient to warrant publishing the 'letter. In
my opinion, if we have this on the books we should comply with it, and if it is
not worthwhile doing we should take it off the books. 25X1A

with us concerning the furnishing of administrative support and assistance. 25X1 A
8 reports that he has a study group working with
back to the Bureau of the Budget and obtain permission to spend funds previously
approved for one location for similar purposes at another location, and, in sane
cases, to spend funds previously authorized for one purpose at one location for
another purpose at the same location. I have alerted the Acting Comptroller on
this matter but am reasonably certain that we should clear it with the Bureau of
the Budget.
9. Mr. Harrison, Joint Committee on Printings returned ny call of last week
to Mr. Beech. I told him that I would get in touch with him on my return from
leave sometime during the week beginning 1 June.
10. Attended a Career Service Board Meeting with Mr. Wolf. 25X1 A
proposal to set up an administrative career service board within hDD P area
was presented. I spoke on this subject saying, in substance, that I believed
such a procedure would be contrary to the best interests of the Agency, insofar 8X1 A
as the long-range development of a co sional administrators was conr-
cerned, and that the objectives which hoped to accomplish through
this means could be accomplished by an a s ra ive career service board which 25X1 A
