Dulles, Wisner, Wolf, Amory, Saunders, and Pforzheimer 25X1 A9a attended a Budget Hearing for the House Appropriations Committee. The Hear- ing was suspended at 12:30 p.m. and will be resumed at 10:00 a.m, on Wednes- day, the 29th. 25X1A9a 2, Met with Matt Baird and concerning the air condition- ing of the Recreation and Services After an explanation to Colonel MM. N Baird as to the conditions under which we obtained the money for air condi- tioning, he agreed with me that the fair thing to do was to use the unobliga- ted balance of the amount which we were authorized for spot installations in the newly acquired space and that we proceed with the Recreation and Services Building only if we were able to get additional money. Martin, Jr., Chairman of the Government Unit Red Cross Campaign along with a representative of the Security Office to discuss the problem of setting quotas for Red Cross participation based on Agency strength figures. The letter written to Mr. Martin was returned to Mr. Meloon (ER 3-9367). 2. Upon ADD/A instructions, forwarded to each of the DD/A Offices for comment the proposed course content prepared by the Office of Training for the Basic Intelligence Course. Forwarded to the DCI and the D/DCI copies of a memorandum from the President "To the Heads of Executive Departments and Agencies" which stated that "pending consideration by the Congress of legislation amending the cov- erage of existing leave laws, no person appointed by the President shall, up- on leaving the Government, receive payment for unused annual leave except upon a clear showing of entitlement." Original copy of the memorandum was forwarded to the AD/P and the Comptroller, in turn. (ER-3-9162) Forwarded to the CAO/DDP correspondence concerning the assignment of with the following note: "At this point G-1 says that will have to remain in his present position until the new Psy- Warf Chief is on duty and reasonably well oriented. They think they can't let us have him until about 1 Aug 53 but will try to do better." (ER-3-91178) 4. Forwarded to the Regulations Control Staff for publication a proposed Agency Notice submitted by the Office of the Director in connection with the rescheduling of "Assistant Directors' Meetings." (ER-3-9533) 5. Forwarded to the Comptroller a MEi&ORANDUM FOR THE RECORD prepared by the Deputy Comptroller on the subject of "Meeting at GAO re Adjustment of Salary Rates for CIA Personnel" wherein it was stated that "As soon as a re- vised schedule of refunds due has been prepared to conform to the informal opinion of GAO, the result of the meeting with GAO Will be discussed with the DD/A and approval will be requested to retract the personnel actions and make appropriate pay adjustments." The ADD/A noted that "In a conference with the Deputy Comptroller the Acting General Counsel the 25X1A9a Personnel Director Mr. Meloon , and the ADD/A (Colonel 1hi e , e A (Mr. Wolf) approved of this request on 2)4 April 1953." (ER--3-91130) 6. Forwarded to the Comptroller for his information and retention a let- Director for Mutual Security, dated 20 April 1953, 7. In a memorandum to the Chief, General Services Office, the ADD/A ap- proved of the purchase of a Stenafax Machine with the following instruction: "For the present it is desired that this machine be located in the office of the Regulations Control Staff. At the appropriate time., it should be relocated so as to best serve the needs of other Agency components." (ER-3-91126) 8. The ADD/A signed a letter prepared by the General Services Office to the Chesapeake and Potomac Telephone Company advising them that Messrs. and Preston have been authorized this Agency to order telephone and to e- 5X1A9a typewriter services and that has been authorized to sign routine telephone service orders covering day to service.
