1. Met with of TSS concerning the establishment
of a small library or certain documents. Requested that they submit their re-
quest to me officially over signature after which I would work out 25X1 A9a
the necessary details with the Comptroller.

opposed to any zn erim moves for his Engineering Division and felt that when he
moved from Rosslyn he should move into a permanent installation. I told him
that we were entirely sympathetic with this point of view and would cert 25X1 A9a
honor it, unless the cost of remaining in Rosslyn was prohibitive.

25X1A9a 3. Mr. Har.~. Thompson, Associate Director of the National Capital Parks,
telephoned to say that as a result of visit to Sena- 25X1A9a
tor Case his organization had received a letter from the Senator concerning the
parking area in the rear of I, J, K, and L Buildings. (Mr. Thompson was obvi-
ously fishing for an "out" to reply to Senator Case's letter.) Pursuant to my
25X1 A9a instructions, advised Mr. Thompson that had spoken to 25X1A9a
Senator Case on is ma er as a private constituten one o a large number
of employees who would stand to benefit if this area should be made available.
It was emphasized that this Agency had made no official representation to Sena-
tor Case; however, we reiterated our interest in having this area made available
for parking purposes and stated that we still were not sympathetic to the Nation-
al Capital Parks' point of view. We declined to offer Mr. Thompson any guidance
whatever as to what he should say to Senator Case.
1j.. Mr. Pforzheimer notified me that our Budget Hearings before selected
members of the House Appropriations Committee would be at 10:00 a.m. on Monday
morning and I so notified Mr. Dulles.

11. Forwarded to the Director for signature a proposed reply to Mr, Ed
Mathews, Skidmore, Owings & Merrill, in connection with his letter of 13 April
to the Director, stating that there is not much the Agency can do about con-
struction of a new building until the advisability of asking the Congress for
an appropriation is determined, and, in fact, until the appropriation is ap-
proved. The letter added that we appreciated his interest in this problem and
would count on his further assistance if and when we were able to move forward

nection with discussions to take p ace concerning the disposal of records in the
possession of the National Selective Service which might be of value to CIA.

dressed to the Director from r. o i . Hannah, Assistant Secretary of Defense,
which makes reference to CIA letter dated 1 March 1953 to the Secretary of De-
fense in connection with the National Security Medal. The Assistant Secretary
advises that he has requested the assistance of the Heraldic Branch, Office of
the Quartermaster General, Department of the Army, in preparing appropriate de-
signs, sketches, and models of the Medal. An ad hoc committee composed of re-
presentatives of the three military departments has been formed to recommend to
the Assistant Secretary the precedence of the Medal in relation to other decora-
tions awarded to military personnel. As soon as this report is received and ap-
proved CIA will be notified. (ER-3-9121)

the Director from Mr. John A. Hannah, Assistant Secretary of Defense, sub: "Mil-
itary Personnel for Central Intelligence Agency for FY 19511", which states that
military personnel requirements for CIA for FY 1951, contained in our letter of
26 March, have been reviewed by that office and are approved. A copy of a mem-
orandum to the Secretaries of the Departments concerning the furnishing of the
