The DD/A forwarded to the Chief, Procurement and Supply Office, and the Chief, General Services Office, copies of a report of an investigation of the reasons for the last-minute changes in plans for the 25X1A6a advising them that every effort must be made to insure that both personnel and procedural weaknesses which led to this investigation are immediately cor- rected. In a memorandum addressed to the CAO/DDP, the DD/A concurred in the recommendation that the Administrative Plan for FE Project- be amended 25X1A2g to conform to the methods actually used to accomplish the Project objective. However, he requested a review of the circumstances which necessitated the ad- justment of the Plan and the decision to act without prior referral to this Of- fice and also requested that future recommendations for amending administra- tive plans be accompanied by supporting recommendations of this kind.
