1. telephoned to inquire whether or not there was an absolute
ban on cons rac on and if I thought Mr. Wolf might be willing to listen to a pro-
posal for additional construction in the country for Communications' laboratory and
related facilities. I told him that the request would certainly be scrutinized
very carefully and that the DD/A's obvious question would be why existing structures
would not dog etc., but that if the Office of Communications was prepared to present
a good case I was sure that it would get a sympathetic hearing. Mr. Wolf told me
later that the Communications people had talked to him about this matter and that he
had told them to prepare a project in detail and clear it with him prior to submis-
25X1 A9a sion to the Project Review Committee.
25X1A2g 2. I inquired of Mr. Special Contracting Officer, as to whether a
new contract for Project (for which I approved an advance of $5,000 on 27
February) had been rewritten as agreed. Mr. - assured me that the contract 25X1 A9a
had been rewritten on 6 March 1953.

6. Jim Garrison telephoned to say that he planned to go to on

8. telephoned to confirm a previous understanding that projects 25X1A9a
which were outlined in the Country Program presentation before the Project Review

Committee need not be presented to the Committee again before implementation and ex-
penditure of funds. I reassured him that this was my understanding. He said that
he thought the Finance Division might not have had this information conveyed to
them. I checked with Ed Saunders and asked him to follow through and insure that
the Finance Division was properly instructed in this matter.
25X1A9a 9. - telephoned to discuss a cable in which I previously concurred
25X1A6&uthorizing certain _ transactions on the part of two individuals. He said it
was his understanding that our approval of this matter was to take care of these
two cases only and was not approval for general = transactions. I told him that 25X1A6a
this was correct.

10, Discussed with the flap in which we have 25X1 A6a
certainly been negligent in supplying information for changes in the construction
of this warehouse within the last few days. As far as I can see, there is no rea-
son why they could not have been supplied months ago. We are now in receipt of a
most unpleasant letter from the Public Buildings Service advising us that if these
changes delay the over-all construction program and a claim against the Government
results, CIA will be expected to pay for same. advised me later that 25 1A9a
all changes were now in the hands of the Public Buildings Service, except for some
minor electrical specifications desired by TSS. He also told me that the foreman
on the job had informally indicated that he did not think these changes would cause
del s which would result in claims; however, this is not a commitment. Bob 25X1A9a
is making an investigation of this entire situation to establish the facts.

25X1 A9a 11. requests that we arrange for a three-hour briefing for General
who is here on temporary duty and who has 25X1 A9a
never been oriented at Headquarters. I have made these arrangements and am now
waiting for an exact date on which the briefing is to be given.
12. George Meloon telephoned to inquire if I knew anything about a request for
thirty-three additional military positions in the Procurement and Supply Office,
I told him that I did not and suggested that the Military Personnel Division and the
Classification and Wage Administration Division look into this request carefully
before processing further.
13. I advised Ed Saunders that it was all right for the Bureau of the Budget
to use Mr. Lyman Hamilton on our business and asked him to pass this on to Mr. Macy
or Mr. Perry at the Bureau of the Budget. At his suggestion I approved of his re-
questing the Bureau of the Budget to write us a brief letter for the record request-
ing permission to use Hamilton, etc.

15. After approval by the ADD/A routed to the DD/P through the CAO/DDP a memo-
randum from the Chief, Medical Staff, requesting authorization for overseas travel
25X1 A9a for Special Assistant to the Chief, Medical Staff, on or
about 1 April 1953, for the purpose of analyzing our current medical supply prob-
lems and procedures in the Far East. (ER-3-8000)
16. Forwarded to the Regulations Control Staff for publication a proposed
Notice entitled, "CIA Personnel Notices", which explains the circumstances under
which "P"t (Personnel) Notices are issued. (ER-3-7918A)
17. The ADD/A approved of the appointment of to serve 25X1 A5c
as an overt consultant at $20,00 per day of service. (In view of the fact that Dr.
25X1A5~ employment with CIA has been continuous--he served as an overt consul-
tant from 20 February 1950 to 26 September 1952, at which time he resigned to ac-
cept a covert assignment-----it was not felt necessary to obtain the Director's ap-
proval.) Paper was forwarded to the AD/P for action. (ER-3-8026)
18. In a letter to Mr. H. H. Goodman, Vice President, Remington Rand, Inc., the
ADD/A acknowledged for the Director his letter of 11 March 1953 relative to "Sys-
tems Magazine" and indicated that the CIA Library would be informed of its existence.

19. The ADD/A concurred in a Memorandum for the Record dated 11 March 1953 sub-
mitted by the CA0/DDP which stated that as the result of verbal approval obtained
25X1A6afrom the ADD/A, the Senior Representative, - was authorized to transfer $80,000
from the currently approved allocation of funds for the - construction program 25X1 A6,
to meet the unanticipated cost of extension of water, electricity, and steam distri-
bution systems for the previously approved construction program Copies 25X1 A6a
of the memorandum were forwarded to the Comptroller, DD/P, Chief, FE, P&SO. (ER-3-

25X1 C4C 20. The DD/A approved of an administrative plan for NEA proprietary project
with one exception; i.e., "Commitments and agreements that have a major
effect on the business shall have prior approval by the NEA Division with the con-
currence of CM and the Comptroller and with advice of the Office of the General
Counsel." The plan was returned to PAPS with instructions to insert the phrase
"and the Comptroller" prior to being forwarded to the CAO/DDP.
21. The DD/A signed letters of commendation for the following individuals who
are members of the Hazardous Duty Working Group, Career Service Board: - 25X1A9a
