1. With reference to a "swearing in ceremony" for Mr. Dulles who was
confirmed it the Senate yesterday, have suggested to Lofty Becker that we
should try to arrange it so that Mr. Dulles is sworn in at the kite House
which I think would please him. Lofty agreed to take care of this. If,
however, this is not done, we are prepared here to do it on a moment's notice.
3. Reported at the Deputies Meeting on the Budget figures supplied the
National Security Council. Also reported that while our personnel procurement
people were in very close contact with agencies suffering cut backs, the
possibility of getting large numbers of clerical or secretarial personnel
from this source is remote.

4. At Mr. Dulles' request, I asked to have another staff
study made of the courier service to certain key points. On Sunday, Mr. 25X1 A6A
Dulles said that it still took ten days to two weeks to get a letter to

on a consultant basis at $45 per day in lieu of $50. He claims that an under-
standing with General Smith was that he would be placed on a $50 per day basis
and further it is justified since he is not accruing any leave while he is here.
I approved of his salary being fixed at $50 per day.

8. Tietjen reported that he had made satisfactory arrangements with 25X1A6A

11. Sent proposed "Reimbursement for Use of
Personal Vehicles" and new CPR 6.7 "Travel and Allowances for Detailed Military
Personnel" to Mr. Dulles for signature.
12. Approved transfer of three positions and responsibility for messenger
service in the OCI Special Center from OCI to General Services.
14. Walter Pforzheimer reports that Senator Jenner is the new Chairman of
the Joint Committee on Printing. Mr. Beech is the Staff Director with Mr.
Harrison remaining on the Committee in a minority capacity.
15. Pforzheimer also reports that the Senate Immigration and Naturalization
Sub-Committee has for sometime wanted to talk to aliens whom we have brought
into this country under Section 8, Public Law 110. However, the Chairman has
made a new request today. In addition a staff member of the I&N Sub-Committee
requested a list of these cases from Mr. Mackey of the I&N Service. There is
a meeting at 6300 in Wiener's office to be attended ty Pforzheimer, Sheff Edwards
and others which I will attend if mar meeting with, Mr. Dulles on the new budget
