?5X1A9a 10 has a proposal to establish 20 military positions for doctors
in the Medical Office. He believes, as does Personnel, that this is the only
means by which we can insure recruitement of doctors for our positions. I will
discuss this tomorrow with General Morris and Mr. Meloon.
25X1A9a 2. elephoned me about who was apparently turned
down for overseas duty by the Medical Office. They did, however, agree to his
going on temporary duty for 90 days after assurance from that no
request for extension would be granted. According to
Chief of the SR Division, telephoned him and "laughin y v se
decision had been over-riden by the Director. readily understands
that the Director has a perfect right to over-rule, but he is somewhat concerned
about the channels and the manner through which he was informed. I understand

3. Th Bureau of the Budget's letter on economy has caused our request
being made 25X1A1d
property to be returned by the Armed Services Committee for further study
25X1 A9ar'eview. of Training called and said that they wanted to get it before
the Committee this morning at 11 a.m. I put Walter Pforzheimer on it. He later
called me from the Hill, saying that he thought any effort to push it through
this morning might result in a full disclosure. I instructed him that if it
could not be put through without disclosure not to push. Later in the day he
advised me that he had talked privately to Senator Saltonstall, who indicated
that he would get it through for us as fast as possible but that he could not
make an exception to it since it was only last Friday that he had sent several
projects back to the Department of Defense. It was decided that we should draft
a letter to the Department of Defense, saying that we had reviewed this matter
in the light of the recent policies announced by the Administration, that it
was necessary, and that we want to go ahead with it. P8,S0 and Walter Pforzheimer
are working on such a letter.
4. I advised Matt Baird that we would continue with provisional clearances
along the lines discussed in our recent conference with Mr. Becker and that how he
trained the people was his problem but that we would back him up to the extent
necessary.

5. Bill Peel reports that - and ORR are holding up Regulation - 25X1 A
because ORR wants to change their statement of functions to conform to a NSCID 25X1A9a
which they expect to get soon. I called - and asked him to expedite
this matter and told him that in my opinion it was unwise to inco rate anticipated
25X1 A functions in Regulation- until NSCID had been approved. agrees 25X1 A9a
25X1A and it is my understanding that Regulation is enroute to C&M again.
6. I vent over several regulations with and instructed him 25X1A9a
to prepare them in final form for signature. We probably should warn Mr. Dulles
that where new policies are announced involving the expenditure of unvouehered
funds it is necessary for the Director personally to sign them. In view of the

fact that we are engaged in the over-all reorganization and publication of our
Regulations, Mr. Dulles can expect to be called upon for a number of signatures
in the near future.
7. I talked to Mr. Peel about the graphics problem. His report is some-
what inconsistent with that of Mr. Peel says that he has run into
opposition for centralization in the and Training areas.
while concurring in principle according to Mr. Peel, also wants to ve a small
shop of his own. I have asked Mr. Peel to expedite this paper and to get it to
me as soon as possible, whether it is concurred in or not.

8. was up to request explanation of Section 9.1+, CFR, so he
could explain it to Mr. Dulles. I gave him the background on this and also
explained the Regulation and gave it to him to read.

13. I noted in the minutes of the Deputies Meeting that Mr.
Amory, and I are to be a committee to study revision of present PRC procedures.
