1. Bob Amory telephoned objecting to a paper which had been submitted to him
by O&M proposing the reorganization of ORR. I asked him to send it to me and as-
sured him that we had absolutely no intention of making any reorganization of ORR
With which he disagreed and that any study which Mr. Peel had submitted was certain-
ly intended to be helpful. I will look into this and have a talk with Mr. Peel
about it.
2. Shef Edwards called to say that he was meeting with other representatives
of the Government concerning a certain "gadget" in which the Director was interested.
With proper permission, this "gadget" has been discussed with TSS on a very limited
scale. Shef anticipates that CIA might be asked to procure for the Goverment se-
venty to one hundred sets of a "counter gadget." This might cost as much as $200,000
which would be reimbursable, except for sets purchased for CIA. I told him not to
make a final commitment but that he was authorized to agree to this arrangement in
principle.

3. Discussed certain administrative project plans with and gave
him one to rewrite. While these plans are getting started very well.. I think that
the staff has considerable tightening up to do in writing them and want to discuss
the whole thing again at the Administrative Staff Meeting on Monday. 25X1 A9a

5. I talked to Shef Edwards about seeing Mr. Boyer of the Atomic Energy Com-
mission concerning his query to us about the use of the polygraph. Shef agrees
with our approach and is sure that he can handle the matter without it becoming ne-
cessary to make a written reply.

6. With I inspected Curry Hall and the adjacent Administration
Building (totaling about 66,000 square feet) which has just been assigned to us by
25X1A9 he Public Buildings Service. These buildings will certainly be a great relief to
our space problem. I have told to proceed immediately to prepare plans
for the use of this space but not to tell anybody that we have it until we are pre-
pared to tell people how we will use it. The space is in good condition and I be-
lieve that we should insist that our offices move into it as is with alterations
made only where absolutely essential for efficient operations. If we alter it to
suit their tastes it will not only cost a lot of money but it will be six months
before we can get into it.
