1, I informed Colonel Baird and that the Director had re-
cently re-emphasized that he did not want any liquor in CIA buildings at Christmas-
time and referred to our previously published Notice on this subject.
3. In order to avoid the necessity of I&S sending all routine cables here
for signature, I approved of the area divisions signing as releasing officers with
I&S concurrence. I&S will., however., insure that non-routine cables which they
think DD/A should know about are sent here for signature.
