Where transfer is not possible,., the em- ployee concerned will not be required to refund the withholding tax involved in his lump sum payment pertaining to leave., etc. This may be collected either through a deferred payment collection plan, which will allow the employee to make payment after he has adjusted his income tax account with the Government,, or through an ad- vance of funds made at the time the employee re-enters on duty with CIA. 7. Matt Baird telephoned to request my concurrence in his refusal to approve of a $300 expenditure of funds to teach a provisionally cleared employee a foreign language.
