1. Far East Division, was up to discuss contract limita-
tions on a man whom rr; wants do send to the Far East. I told him how the contract
would be handled if DD/P wanted to approve of the man going, i.e., Special Contract-
ing Officer signs off on a rate of not to exceed 610,800 per year; DD/A, on a rate
of not to exceed 013,000 per year; and the Director in excess of the latter amount.
Told him that I would expedite this particular case if advised me that25X1A9a
25X1A9a it had DD/P approval. later tried to get to sign off 0n25X1A9a
the contract without checking it out in the DD/P area. I advised Messrs. 5X1A9a
25X1A9a and that we would take no further action on the contract until Mr

4. I asked Shef Edwards to see if he could expedite the case of
which has gone to the FBI for further information.

6. Met with Messrs. Houston Saunders, to discuss the han-25X1A9a

have to be worked out we have reached an agreement whereby leave records will be

transferred in the future where possible. Where transfer is not possible,., the em-
ployee concerned will not be required to refund the withholding tax involved in his
lump sum payment pertaining to leave., etc. This may be collected either through
a deferred payment collection plan, which will allow the employee to make payment
after he has adjusted his income tax account with the Government,, or through an ad-
vance of funds made at the time the employee re-enters on duty with CIA.
7. Matt Baird telephoned to request my concurrence in his refusal to approve
of a $300 expenditure of funds to teach a provisionally cleared employee a foreign
language. I concurred with the understanding that this was an outlay of $300 for
this particular individual and not a question of fitting him into an established
course.
