I approved of transferring from staff to the 25X1A9a Office of the Deputy Director ans to become the ni.strative Officer for the FE Division and have notified 25X1A9a 2. advises that the Director has approved of the re-entry on duty 25X1A9a of at grade GS-16 (which he had at the time he went on leave with- out pay and the allotment of an additional super grade position on his table of or- ganization. 25X1A9a 3. came to see me about a (trans- 25X1A9a ferred from the Office of the Deputy Director (Plans) to the Procurement and Supply Office) for whom there seems to be no place in the Procurement and Supply Office. I called General Morris and asked him to look into this case personally and to see 25X1A9a if we couldn't place somewhere else in the Agency. It doesn't add up that we should be returning to the Army full Colonels who have satisfactory records and at the same time be requesting more. IL. Talked to of Jim Angleton's staff regarding a special contract 25X1A9a which brought o me due to the fact that it arently exceeded any authorization which he had authority to approve, assures me that this25X1A9a is merely a new name for one of the contracts on ich the Director has already sign- ed off and that the Director will sign off on this one in a few days. I told Mr. 25X1A9a - to go ahead and negotiate the contract. 25X1A9a 5. General Morris advised me that General Smith had told him personally that he approved of employing retired, as a GS-]1 in General 25X1A9a shop; this appointment will not come under Public Law No. 53. 25X1A2d1 25X1A9a 7. telephoned expressing some unhappiness about a new form which 25X1C4a personnel going ou have to fill out. He seemed to think that it was an unnecessary administrative burden, etc. Told him that I would look into the matter and have directed Personnel to give me all of the facts in this case. Consulted with regarding the area of disagreement between DD/P and I&S regarding implementation of the Coyne report. Dick feels that the princi- ples involved here are so important that the matter should be presented to the Director for his decision; his office is actively engaged in the preparation of a study to get the facts together.
