25X1A9a 2. - telephoned regarding the _ accounting of funds. Apparent-
25X1A9a ly there is on file in the Agency sufficient information to answer all of our ques-
tions. With the exception of changing s memorandum, Bob believes
that the entire thing can be accomplished by mere rewriting the original memoran-
dum signed by Mr Wisner. I told him to undertake this right away and that we
25X1A9a could wait until returned to change his memorandum.
3. Signed travel orders for six Procurement and Supply people to go to the
Far East to set up logistics procedures and implement the provisions of the Supply
Manual. This has been concurred in by the Far East Division and 25X1A9a
25X1A9a i. requested permission to make a Senior Representative, rather
than an Assistant Director, responsible for approving or disapproving of the sale
of automobiles transported to overseas stations at Government expense. I told him
that, obviously, the point of the regulation was to insure that individuals did
not transport cars at Government expense and then sell them at considerable prof-
it in foreign areas and that I thought as long as we serviced this principle no
one would object as to whether it was done by an Assistant Director or a Senior Re-
presentative.
5. Bob Macy, Bureau of the Budget, telephoned requesting that Mr. George
Schwarzwalder be cleared for general discussions where our activities come up in
connection with the National Security Council, Psychological Strategy Board, and
the Department of State. He emphasized that he did not want or intend that Mr.
Schwarzwalder should become involved In our budget in any detail. I did not ad-
mit that I had ever heard of Mr. Schwarzwalder and told Mr. Macy that Mr. Wolf25X1A2dl
would call him on 16 October. (This has been done.) 25X1A9a

contact me personally before employing him and that it would be far better if Mr.
25X1A9a could be employed on a project with which CIA had no connection. I have
also discussed this with Colonel Edwards who concurs in my action.
25X1A9a 7. elephoned to request that our Classification and Wage
Division not su certain sensitive part of his shop. I agreed with his re-
quest and instructed Mr. Meloon to tell his people to act accordingly.
