Colonel Grogan's appointment as Assistant to the DCI vice Colonel Hansen.
2. Advised to plan his budget on.the basis of having a
reserve,

He was extremely complimentary, of the administrative support he is receiving.
5. inquired as to whether DD/P has authority to adjust personnel
ceilings between field and departmental positions if he stayed within the
overall total. I told him he would have this authority if it were done in
consultation with the DD/A. said he was talking of only about a half-
dozen or so positions. I ad se m we would offer no objection to a transfer
of this size,
