2. With looked at Temporary 'IT" Building at 14th and.Constitution
Avenue and a building at 18th and Pennsylvania Avenue now occupied by the Federal
Power Commission which there is some possibility of getting within the next few
months.
3. At request I asked Shef Edwards to change ' formerly 25X1A9a
of PSB, from an overt to a covert consultant in of the fact that he has ac-
cepted membership on the Executive Committee of 25X1C4c
4. I asked Ed Saunders to expedite his study and recommendations on the prob-
lem of deducting too much money from the salaries of certain of our eo le due to
changes in their status. This was brought to our attention by 25X1A9a
5. Forwarded to Personnel a copy of the Director's letter to Senator Eastland
which stated that we would contact all Mississippians in the Agency individually
and request that they get in touch with the Senator's office if they were inter-
ested in belonging to some society sponsored by the State of Mississippi; also
talked to George Meloon on the 'phone about this.
6. Shef Edwards and I met with to discuss the pat 25X1A9a
Coyne report. There is only one small area of disagreement between Shef, on the
one hand, and Dick and Eric on the other. That is, insofar as foreign agents
(personnel who have never been to the United States and probably never will come,
etc.) are concerned they believe that I&S should advise as to the propriety of
using such personnel but that the decisions should rest with the operators. They
are willing to furnish full information. However, at this point I an inclined to
agree with Messrs. and think that Shef will come around to this
point of view within a ew ys. I will follow up on this.
7. Spent considerable time with Walter Pforzheimer and Shef Edwards in con-
nection with clearing up outstanding Loyalty Board cases and appointed sufficient
Boards to insure that all cases now pending will be heard by the close of busi-
ness on Saturday, 4 October.
