I also told him that I was delighted to see. that some use was about to be made of the two 100 kw. transmitters we have in stock and which t to now, we have not known what to do with. In fact, I am inform- 25X1A9a ed by both that there is some competition for these two trans- mitters in that the SR Division now wants them.. Mr. Wisner said that he would defi- 25X1A9a 25X1C4c nitely see that got at least one of them and directed to give him a 25X1A9a recommendation as o whether they should get both. I urged Chief Engineer, to have a look at these transmitters before leaving the East Coast. I al- 25X1A9a so stated that I would like for and these people to talk with Larry Houston while they were here and that we would like to be aware of all of the legal aspects of the negotiations to be conducted in order to protect the Governent's interest and, at the same time, be of as much assistance as possible. 2. Talked to Ed Saunders about several items and gave him the paper from with instructions to get this whole matter cleaned up if humanly possible without delay and to report to me as soon as the account could be analyzed. 3. Lunched with Shef Edwards and Discussed changes which DD/P de- sires to make in abbreviated designations o is new staffs, i.e., Foreign Intelli- gence, Psychological and Political Warfare, Paramilitary Operations. Shef and I in- dicated that we weren't particular what they were called 6iAtrecommended against "FI", t"PPP", and "PM" since the Director might interpret this as not wholly complying with his instructions. Since Staffs A, B, and C are not satisfactory to DD/P, Shef and I suggested that Roman numerals I, II, and ITT be used. 4. Talked with General Morris and George Meloon about a number of problems. There is some concern about Personnel's plan to place the Special Contracting Unit un- der the Personnel Division (Covert). Functionally there appears to be nothing seri- ously wrong with this but it may be necessary, in order to assure the operating offi- ces that this Unit will remain a separate entity, to place it .pediately under the Office of the AD/P. I will lean we=j shortly, 5. Talked with Larry Houston about several items and asked him to carefully ex- amine the proposed memorandum of delegations of authority in the DD/P area.
